There is no single best time for whale watching, and anyone who tells you otherwise is only thinking about one coastline. Whales do not follow a calendar. They follow food and follow each other south to breed and calve, then north again to feed, and a destination's "best time" is really just the window when that cycle happens to pass through local waters. Iceland's peak is July. Hawaii's peak is February. Both are correct answers to "when should I go whale watching," because the question only makes sense once you know where.

A few destinations break the pattern entirely, staying good all year because they hold resident populations rather than migrants passing through.
Cold, plankton-rich water in the North Atlantic and North Pacific pulls whales north to feed through the long daylight months. While the north cools, migratory humpbacks head for warm, calm breeding grounds to give birth and mate. Hawaii is the clearest example: its waters are nearly empty of humpbacks in summer and full of them by midwinter, the opposite of Iceland's calendar entirely.
South of the equator the seasons flip again. Humpbacks and southern rights move toward Australia and South Africa in the southern winter to calve in sheltered bays, then head back toward Antarctic feeding grounds as spring turns to summer.
A handful of places sidestep the whole cycle because they host resident populations rather than migrants. The Canary Islands and Kaikoura in New Zealand post good sightings in every month of the year. The Azores come close: a resident sperm whale population is there year-round, but tours still build around the spring migration, so sightings peak April through June rather than staying flat all year.
Whales do not read a calendar, they follow food and breeding cycles. A migratory humpback spends its summer gorging in cold, productive water and its winter fasting in warm water while it breeds and calves, because those two jobs, feeding and reproducing, cannot happen well in the same place. A humpback that feeds off Alaska in July may be breeding off Hawaii by January. This is why a single species can headline two destinations with completely opposite calendars, and why missing the migration window by even a few weeks can mean an empty ocean rather than a quiet day.
Resident whales stay in the same waters year-round because their food source does too. Kaikoura's sperm whales hunt giant squid in a deep offshore canyon that never moves, and Tenerife's pilot whales follow a resident population of squid and fish in the same channel every month. That is why both destinations post strong sightings in every month rather than a sharp peak and a dead season, and why "year-round" on a fact sheet means something different from "long season."
The sighting-probability figures you will see throughout this site (something like "about 90% in peak season") come from real trip logs, not guesswork, and they behave differently for the two groups. For a migratory destination, that percentage climbs and falls hard across the year, close to zero outside the window and very high inside it. For a resident destination, the number stays fairly flat all year, because the whales themselves barely move. One practical note: shoulder months are not a consolation prize. April and May in Canada and Seattle, or September and October in Iceland and Alaska, often combine solid sighting odds with thinner crowds and better prices, since operators have not yet raised peak-season rates. If your dates are flexible, the edges of a season are frequently the smartest booking, not just the cheapest.
